Hello my laptop does not display om screen

Can some help me please i have an i core 3 HP laptop, it comes on but does not display anything on the window. I realized that the capsluck flashes for 13 times with the F12 light permanently on and then the laptop goes off and come on again repeatedly. Please i need peoples help to get whats the problem.
